Public diplomacy depends on establishing productive relationships with influential audiences in foreign countries. The State Department is not the only agency that wants such relationships and is prepared to invest resources to establish them.
The following summary of proceedings was prepared by rapporteurs Kelley Foster (Masters Candidate, School of Public Policy, George Mason University), and Brian Carlson (U.S. Ambassador, ret., currently with InterMedia Research). They organized one of the six breakout sessions of the PDC's November 12, 2013 "Fall Forum" at the George C. Marshall Conference Center of the U.S. Department of State.
